Have you been affected financially from covid-19?

​Governor Cuomo signed into law Chapter 108 of the Laws of 2020 which amended the Public Service Law to prevent public utilities or municipalities from terminating electric, gas, steam, telephone, or water service to residential customers for failing to pay service charges or overdue fees during the COVID-19 emergency. Additionally, service termination is also prohibited for 180 days after the COVID-19 state of emergency expires for those residential customers who have experienced “a change in financial circumstances due to the COVID-19 state of emergency.” In these instances, the municipality or public utility is required to provide such residential customers the right to enter into, or restructure, a deferred payment agreement without the requirement of a down payment, or the imposition of late fees or penalties. It should be noted that residential customers who have experienced a change in financial circumstances do not have to enter into a deferred payment agreement in order to be protected from service termination during the 180-day period.
What does this mean for you? If you can demonstrate financial stress due to the pandemic, we will work out a payment program with you to pay your water/sewer bill. This will not require a deposit. During this agreement and up to 180 days after the declared end of the pandemic, your account will not be subject to late fees nor termination.
How do I participate? You must fill out and file an application at the Village Office attesting that your finances have been affected by the Covid-19 pandemic. This application will include specifics on your payment arrangements.
What will the terms be for my payment arrangement? The Village will work with to make arrangements that fit your situation. The sooner a balance is paid off the better for both parties. Remember that this law does not stop your quarterly bill. This means that if your arrangements last into the next billing cycle, your balance due will increase. The maximum length of your payment arrangement will be 180 days.

General Business hours for the water department are Monday-Friday from 6:00am - 2:00pm (subject to change without notice due to operational needs)
Water Clerk office hours are 8:00am - 5:00pm Mon thru Thurs and 8:00am - Noon on Fridays.

Water bills are due quarterly on the 1st of the month, June, September, December & March. A 15% penalty is added to current balances still due after the 28th of the billing month. An additional $15.00 penalty is added after the 11th of the following month to outstanding balances. If a balance remains 15 days after the last penalty date, water service will be discontinued beginning at noon that day. No prior notice will be given.

Outside Village Residents
    $40 Base Fee + $5.72 per 1,000 Gallons of Consumption

Billing codes that appear on your bill:
WTR = Your current water charges
SWR = Your current sewer charges
WOT = Water Other, water charges not related to your normal bill
SOT = Sewer Other, currently utilized for the debt service fee associated with our recently completed project and paying back NY State for funds used.
WAR = Water Arrears, water balances that are carried over from the previous cycle
SAR = Sewer Arrears, sewer balances that are carried over from the previous cycle
FNL = Final, a final bill posted to the account from a former owner/tenant.

Please note that currently the Village of Wolcott as a courtesy to a landlord will directly bill a tenant. However, any unpaid bills are ultimately the responsibility of the property owner on file with Wayne County Real Property.

Re-Levy of Unpaid Water/Sewer bills:
On May 1st of each year, any unpaid water/sewer balances inside the Village of Wolcott, will be re-levied onto the property owners Town/County taxes.

Please note: If you are not are resident of the Village of Wolcott or live on East Port Bay Rd or one of the private roads directly off East Port Bay Rd, it is likely you are a customer of the Wayne County Water/Sewer Authority and will need to contact them with any issues at 315-986-1929.
